Army Major General John M. Custer III, who has been serving as commanding general/ commandant, Army Intelligence Center and Fort Huachuca, Ariz., has been assigned as commanding general, Army Intelligence and Security Command. His replacement at the Army Intelligence Center and Fort Huachuca will be Brigadier General Mary A. Legere, who has been serving as deputy chief of staff for intelligence with the Multi-National Force- Iraq.

Army Major General Theodore C. Nicholas, who has been director for operations, Defense Joint Intelligence Operations Center, Defense Intelligence Agency, has been assigned as deputy chief of staff for intelligence, Multi- National Force-Iraq. Army Brigadier General Michael H. Shields has been appointed director, National Joint Operations Intelligence Center, J-3, Joint Staff. He most recently served as deputy director for operations, National Military Command Center, J-3, Joint Staff.


Air Force Lieutenant General Michael A. Hamel (Ret.) has joined Orbital Sciences Corp. as senior vice president of corporate strategy and development, where he will be responsible for leading selected strategic initiatives in the company’s current markets and in adjacent areas, and for assessing new technology and product development plans supporting future growth. Prior to joining Orbital, Hamel was commander of the Air Force Space Command’s Space and Missile Systems Center and Air Force program executive officer for space from 2005 until 2008.


Bill Allder III has joined the U.S. Geospatial Intelligence Foundation (USGIF) as membership services coordinator. He was brought onboard to work with Exhibitor and Services Manager Carrie Drake under USGIF Director of Business Development Jeff Ley. A graduate of Virginia Tech, Allder is the son of the late Bill Allder, the National Geospatial- Intelligence Agency’s former deputy director of strategic acquisition.


GeoEye has appointed Carl A. Alleyne to the position of vice president of engineering. He is responsible for the overall direction and strategic management of all engineering activities for the company, which is especially important as it prepares for its thirdgeneration commercial Earth-imaging satellite, GeoEye-2, to be launched in 2012. Prior to joining GeoEye, Alleyne served as senior director and deputy vice president of engineering, Intelligence and Information Systems division for Raytheon.


Avineon, a provider of IT, geospatial, engineering and program management solutions, has appointed Linda B. Hall as business development executive for defense and homeland security. ♦
